The two elements herein of greatest possible potentiality are probably (1) speeding up the highpowers' birth rate (2) sterilization of those undoubtedly socially inadequate. Consider the latter first. Seldom has any propaganda ever been released more convincing than the Nazi pictures of the imbecile, the moron compared with the flower of the German youth. The contrasts are dramatic. They appeal, not only to the idealist but to those materialistic. Germans whose type, ever since Hansa days, have watched taxation as a falcon does a field mouse. The sterilization statutes, electrified into action by the Hitlerian signature last midsummer are a force to be reckoned with. There is, however, probably no unit of nazi propaganda more significant than the one the French are reproducing so actively. It pictures Berlin's 42,000,000 as living in an apartment house of 5 stories of 4 each. Cities the world over are relatively sterile. The Berlin birth rate picture as flat dwellers is shown in a triglyph of these flats. Today its five stories are crowded. All curtains are up. The lights show a German behind each window. In 1975 the upper half has "To Let" signs. In 2000 A.D. only 2 flats are inhabited. The building is a ruined slum, with a big "For Sale" sign. Now the significance of this picture to Americans considering the well-known birthrates of Harvard graduates and of Mayflower descendants is (1) the speed with which the law of differential birthrates acts. (2) the facts that the Germans are at least in action about it. The Hitlerites tell pictorially the story of speed. It may be shown mathematically in another way. When, in about 1927-8, the Mexican peon mass immigration northward was at its heighth[sic]. SPACE American's population mass already moves toward hybridization. If however, we study Hitlers methods, accept what is gold, reject the dross, we may make America Germany's successful rival. Germany plans sterilization of 400,000 lowpowers soon. We will not proceed with such speed. We can however, commence to think of positive eugenics, of multiplying our highpower strains, while we consider working out a common-sense sterilization program.
