How can a single one of our thoughtful citizens of America recline in his Morris-chair while 109,000 criminals leer through the steel bars of our jails and prisons, many of them eager to shoot down their guards and sneak out into the streets of our cities and continue their crimes, many of them eager to marry women of low characters and to breed more criminals? We have to send 650,000 law-breakers to jail every year. How can we sleep peacefully at night when we know that in New York City alone, more murderers, thugs and prostitutes sneak through the streets at night than infest all the cities of the British Isles, when we know that this "land of the free and the home of the brave" is breeding more murderers, bandits, law-
